UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders stated they would prioritise restructuring services and using savings to manage growing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in Kent announced its property management strategy included the sale of a retail complex in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Strains

This research of councils in the coalition, which covers several urban centers, further found that more than 70% of councils will need to raise local levies next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities recently also found council budgets being strained by the growing number of children and older individuals needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
